This design/build project targeted a previously undeveloped site at the United States Military Academy in West Point, NY. The design was based on topographical information and rock blasting criteria, outlined in the project drawings and specifications that proved to be incorrect and understated. The design build contractor was directed to continually change the site design it had planned upon in its bid, until receiving full approvals by previously unspecified governmental agencies and departments. The design process took years to resolve and the cost and time to complete the construction of the housing project increased substantially when the natural site topography was not used to its maximum potential as was originally bid. RAI assisted in the presentation of the complex site issues, the iterations on site design, and the cost impacts to completion of the earthwork for the project. RAI also provided expert testimony provided in the United States Court of Federal Claims.
