This project consisted of renovation and tenant fit-out of seven building in the Garment District of New York City. RAI was retained to review various documents outlining the construction and related work by several trade contractors for the property managers and to provide an opinion regarding the reasonableness of the prices charged for the work of those trade contractors. RAI’s review was associated with an in progress arbitration examining the bidding procedures for tenant fit-ups and other construction work in the aforementioned buildings. The cost of the work was itemized in various Work Approval Forms (WAF) provided by the property managers for RAI review. Approximately 1,300 WAFs, each a separate project, were reviewed and analyzed. Due to the nature of the assignment and available documentation, estimates were performed without plans or details based on written descriptions. Site conditions were determined from site walk-throughs. Thorough comparisons were made between the RAI estimate and the actual cost of the WAF. RAI’s principal provided expert testimony in support of their work product and conclusions during the arbitration proceedings, leading to an overwhelmingly favorable decision on behalf of the Client.
